The summer vacation of 2024 has arrived. In order to ensure the safety and stability of the college's teaching and research laboratories during the holiday period, prevent laboratory safety accidents, and effectively protect the lives and property of teachers and students, the college warmly reminds everyone:
1. Strictly implement the approval system for the use of holiday laboratories
Laboratories that have been registered and opened for use during holidays should strengthen laboratory safety education and management for laboratory personnel. Personnel entering the laboratory must comply with the various rules and regulations of the laboratory and strictly follow the relevant operating procedures.
2. Try not to schedule overnight or high-risk experimental activities during holidays
In principle, all night and high-risk teaching and research experiments should not be arranged during holidays. If it is necessary to carry out such activities, the supervising teacher must be present on site to provide guidance, and laboratory safety measures should be implemented strictly. Experiments should be carried out in accordance with experimental operating procedures, and at least two people must be present in the laboratory to carry out experimental work. It is strictly prohibited to stay overnight or dine in the experimental area. Heating equipment must be manned, and power must be cut off after use. The last person to leave must thoroughly check the safety of the laboratory and close the water, electricity, doors and windows. A ledger should be kept for future reference. It is strictly prohibited to engage in any activities unrelated to the experiment in the laboratory.
3. Strengthen the use and management of hazardous materials
For dangerous goods such as flammable, explosive, highly toxic, pathogenic microorganisms, and narcotics, they must be strictly obtained, stored, and used in accordance with relevant regulations to prevent dangerous goods from flowing out of the laboratory. The "five double" management system for highly toxic goods must be strictly implemented. Even if the experiment is in progress, the amount used must be immediately stored in the safe after the experiment is taken out, and records must be kept to prevent omissions.
4. Strengthen the management of hazardous waste
Each research laboratory shall collect and temporarily store various types of hazardous waste according to requirements, and conscientiously manage the temporary storage of hazardous waste. Do not litter hazardous waste casually.
5. Strengthen laboratory environmental hygiene, heating equipment, and water and electricity safety management
Keep the laboratory clean, do not stack large barrels of reagents in the laboratory, do not block the laboratory fire exits, and keep the fire exits unobstructed. During the experiment, there must be someone on duty, especially when conducting chemical reaction experiments, using high-temperature and high-pressure equipment such as drying ovens and sterilization pots, and the experimenters must not leave. After the experiment, when the experimenters leave, they should turn off the water source, power source, and gas source, lock the doors and windows to prevent fire disasters, explosions, and water spills, and keep a record of the situation.
6. Strengthen the management of personnel entering and exiting the laboratory
During the holiday period, unrelated personnel are strictly prohibited from entering the laboratory. Experimental personnel must register their entry and exit, and the laboratory's door lock and key must be managed by a dedicated person. Unauthorized lending to others is not allowed. The laboratory safety information board must have the phone numbers of the laboratory manager and emergency contact person in case of emergency.
7. Implement holiday duty and patrol system
Strictly implement the duty system for holiday personnel, arrange summer duty teachers for the experimental center and various research laboratories, conduct inspections in the morning and afternoon, and keep records in the ledger. The on duty personnel in each room must ensure that the equipment is turned on 24 hours a day, increase the intensity of holiday inspections, and especially regularly inspect and record key hazards. Ensure that all laboratories are equipped with emergency spare keys and stored centrally, with dedicated personnel responsible for management. In case of laboratory safety accidents, emergency measures should be taken and reported by phone in a timely manner!
Laboratory safety hazards should be taken seriously, safety awareness should be heightened, and a happy holiday should be achieved. Safety should not be a "holiday"!
